This study attempts to develop a reliable, practical, and efficient process for developing online distance courses. The aims e-learning education ICT e-Research course development processes have shown significant learning opportunities outcomes. A substitute raising these is the need innovative research in while implementing modes of teaching. Subscribing methodology, produce instructional materials using three-stage model. course, along with strategy, tools, assessment other components, are designed developed Plomp model, participants were forty-two 2021 Winter Batch MPhil Educational Studies students nine lecturers at Nepal Open University (NOU), Nepal. descriptive analysis uses data explain course's validity, applicability, effectiveness. Experimental design was one-group pre-test post-test methodology. most important results preliminary analysis, validity: average material validation 0.885; media 0.885 practicality: more than 71% (very practical). article proposes comprehensive framework design, develop, implement courses systems higher education.
